Seeking: C-IED OPERATIONAL ADVISOR, TS, $105K, Norfolk, VA, O-5 and above

This is not contingent.  Client holds contract and is seeking fill.

DUTIES:

 

Provides C-IED Operational expertise support to the C-IED IPT within ACT.  In particular, the Advisor will be involved with assisting in the development of a C-IED Policy addressing the strategic context of the IED threat and the required tactical capabilities, enablers, organization(s) and processes.  Assist in the development of a C-IED Operational Doctrine for commanders focusing on the conduct C-IED operations in the Joint/Multinational environment.

 

QUALIFICATIONS:

 

  • Must have experience in C-IED Operational training at the operational level and possess recent experience in an operational theater with a significant IED threat within the last ten (10) years.
  • Must have C-IED related Staff Officer Experience of a minimum of three years within the last three (3) years.
  • Must be able to demonstrate a proven professional experience in and knowledge of the following areas of the six C-IED Key Operating Activities (KOAs):
    • Predict:  thorough and continuous intelligence analysis is required to develop and maintain a comprehensive understanding of all parts of the IED systems, including the identification of any developments in IED technology and tactics.
    • Prevent:  once gained, the commander must feed the understanding achieved in prediction into the targeting process and thus employ his resources efficiently to interdict the nodes and linkages of the IED system.
    • Detect:  it is unlikely that even the most effective preventative activities will totally thwart the adversary from employing any IEDs.  A crucial activity, therefore, is the detection of IEDs after they have been emplaced.
    • Neutralize:  when an IED emplacement has not been prevented, it is necessary to neutralize the device so that friendly forces and the local population can operate safely in and around the emplacement site without it detonating.  Neutralization may be either temporary or permanent.
    • Mitigate:  when the predict, prevent and detect KOAs fail to prevent the adversary from detonating his IED, it is still important to be able to minimize the effects of the resulting blast.  The mitigate KOA will include technical, tactical and information activities.
    • Exploit:  C-IED exploitation is the process by which scenes, events and associated physical materials are recorded and analyzed in order to understand IED thread modus operandi, device capabilities and perpetrator relationships.  Exploitation can take place at any stage within the IED system but every effort should be made to carry out exploitation as early as possible in the IED system event chain.
    • Experience working in major military HQ and hold a formal advanced military staff qualification or equivalent national qualification.
    • Obtained the rank of at least Lt. Col level or equivalent.
    • Experience of at least six (6) years experience working in a C-IED related position.
    • Hold or demonstrate the capability of holding a Top Secret security vetting.
    • Operational experience of C-IED in a deployed theater of six (6) months within the last eight (8) years.
    • Fluent English language.
    • Standard Microsoft Office Suite knowledge:  Word, Excel, Graphics
    • Ability to work harmoniously and tactfully in a multi-national and multi-cultural environment.
    • Ability to work independently and manage in a rapidly changing environment.
    • An understanding of NATO organizations, processes, practices, working groups and Standardization Agency.
    • NATO strategic or operational staff (ACT, ACO, JFCs) experience, or US COCOM experience, or US Joint Staff experience.
    • An Intel, or Spec Ops (CT focused), or interagency (JIATF/JIACG/NCTC) background.
    • Understands that C-IED is more than CREW and Force Protection and rapid acquisition.
    • Must be capable of overseas travel primarily to NATO nations at a frequency of 10-12 times per year for periods of approximately one to two weeks.
