• Saved $240K by eliminating public website labor contract and assist migrating one hundred and nine Second Marine Expeditionary Force public websites to “MARINES.MIL”
• Saved over $2 million by consolidating five command and control labor contracts and seven delivery orders into two government managed contracts supporting the on base, globally deployed, and contingency requirements of Second Marine Expeditionary Force (II MEF)
• Revised organizational structure, under a zero-sum gain budget, creating Continuous Process Improvement (CPI) capability, adding IM Policy/Command and Control Architecture Branch; and hiring fourteen personnel which included Technical Communication Specialists, Business Process Analysts, IMOs for subordinate commands, Government Service Branch heads, Command and Control System contractors and DoD architecture modelers
• Established command SharePoint portals on NIPRNET/SIPRNET, creating 350 sites, supporting over 20,000 users; included governance policy, business rules and site manager training plan
• Provided Command and Control technical support (on site and reach-back) to Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF), three Marine Expeditionary Units, one Marine Expeditionary Brigade, and Haiti Earthquake Relief Efforts
• Supervised 3 GS personnel and 40+ contractors in execution of IM activities, as well as, preparing for deployment, conducting Statement Of Work validation/evaluation; coordinating with Regional contracting offices, contractor program managers, Contracting Office Representatives; establishing performance metrics; preparing, completing performance scorecards; coordinating contract renewal and with command comptroller for funds budgeting/execution
• Executed Funds/Resource management creating $4.5m project list with accurate cost estimates and all associated duties with establishing a section budget to sustain IM support, capital improvements and emerging technologies
• Conceptualized and laid ground to create 1st garrison Common Operational Picture (COP) in a CONUS-based Marine Expeditionary Force including fielding nearly 600 Blue Force Trackers, 25 Tactical Operation Center Kits, preparing policy and technical data to enable subordinate commands to track unit vehicles, aircraft in eastern North Carolina

• Identified and coordinated comm. requirements for units operating aboard amphibious shipping
• Screened, interviewed, and hired 7 of 8, command level, Supervisory and Managerial General Schedule (GS) personnel (GS-11/14), authoring all Position Descriptions using General Schedule Supervisory Guide (GSSG) format, requiring Department of the Navy Human Resource Office rating approval
• Recruited, screened, and approved all Comm. officers joined to command, across 5 subordinate units
• Established comm. training working group to determine individual and collective performance standards required of global Marine Special Operations Force (SOF) Network Operators, Comm. Teams, and Detachments
• Pioneered, formalized, and conducted unique SOF Comm. training course acknowledge by MCCES and SOCOM Center for Networks and Communications (SONC) as essential and transformational in comm. field
• Formulated operating budget of approximately $11M; supervised obligation, execution of all comm. resources
• Oversaw creation of 3 Electronic Keying Material System (EKMS) accounts and associated security requirements
• Directed all facets of Sharepoint Portal project creating Executive Level Dashboard on SOCOM network
