Requirements Analyst

Overview: The Federal Bureau of Investigation (FBI) established the Insider Threat Office (InTO) in 2014 to act as the central coordinating component for the FBI’s Insider Threat Detection and Prevention Program. The InTO leverages the specific strengths of existing insider threat programs and supports the centralization of technical, analytical, and administrative personnel and capabilities within the Bureau. The InTO identifies new tools required for a robust insider threat program, identifies key trends, and incorporates new data sets into analysis from various sources, working closely with internal administrative and investigative components to detect and deter insider threats.

Client supports strategic planning and program development efforts for InTO, including executing technical objectives associated with data exploitation and leading software development projects for InTO and its customers. The Requirements Analyst provides subject matter expertise relevant to implementing information technology (IT) requirements management methodologies, understanding and optimizing data, providing operational end-user support, and providing strategic programmatic support. 

Responsibilities

  • Identifies and documents all requests from stakeholders and outside entities;
  • Manages the creation, review, and analysis of IT requirements for customer systems;
  • Prepares and presents all IT documentation to an executive management audience (as needed to document systems operation, functional requirements, processes, and methodologies);
  • Translates and communicates complex technical documentation and subject matter between technical and non-technical audiences;
  • Coordinates and facilitates meetings related to IT and functional requirements between internal and external IT personnel;
  • Prepares, produces, and disseminates scheduled and unscheduled products, including but not limited to briefings, technical cost estimates, studies, and memoranda;
  • Performs short- and long-range planning in support of existing and future requirements to enhance customer systems;
  • Serves as the main point of contact for all IT and functional requirements in support of customer systems;
  • Provides subject matter support to the acquisition of data requirements for customer systems;
  • Reviews software design, change specifications, and plans against contractual and/or process requirements;
  • Documents and maintains complex requirements using standardized requirements templates (e.g., traceability matrix and MS Project);
  • Reviews and understands system test requirements, integrated testing activities, and results;
  • Provides user-acceptance testing prior to full production deployments;
  • Prioritizes data and functional needs based on user and business management input regarding enterprise mission impacts and imperatives;
  • Provides customer-facing design reviews; and
  • Provides final approval documentation for implementation of IT and functional requirements.

Required Skills:

·Bachelor of Science degree in a technical field or a Bachelor’s degree in a non-technical field with demonstrated practical experience in a technical field

·At least 5 years of experience in IT requirements management (developing, reviewing, and analyzing), system development, system management, and/or IT business analysis

·Experience working in an intelligence-focused operational environment

·Excellent communications and interpersonal skills

·Proficiency with word processing using Microsoft Office applications

·Ability to prioritize multiple projects simultaneously

·Ability to schedule and coordinate meetings and schedules for executives and facilities

·Ability to coordinate and communicate effectively with executive management and support staff

·Ability to assist in preparation of presentations

Desired Skills:

·Experience supporting federal government customers (FBI experience highly valued)
