Sen. Software Tester/Quality Engineer, $140K, NATO, Belgium

Required level of Security Clearance: NATO Secret (US Secret is accepted)

Salary: $75/ Ꞓ62 hour

Location: Mons, Belgium

Skills, knowledge, experience required:
Duties:
• Conduct Project, System and Service Quality Assurance reviews of NATO Security Investment Programme (NSIP), Crises Response Organization Urgent Requirement (CUR) and internal NCIA funded projects transferring into Service Operations;
• Implement, coordinate, execute, monitor and improve the Quality Management processes for Service Operations in line with the Agency Quality Management System;
• Execute the analysis, design, implementation and support of Quality Assurance Plans for Services maintained by the Agency.
• Perform Quality Assurance certification for Request for Changes (RFC) of all major, minor, patch and emergency program, project and system changes on the NCIA supported networks.
• Maintain the Quality Assurance Records for Certification, System Transfer, Audit Corrective Action Requests and Continuous Service Improvement recommendations in the NCI agency Record Centre;
• Produce weekly, monthly and yearly status reports on Quality Management activities;
• In collaboration with enterprise management teams, investigate and evaluate proposed technical solutions for verification and auditing toolsets;
• Provide Quality Management type support to DSO Staff for Project, Process, System and Services
related activities;
• Collaborate with ACO and NATO CIS Support Group to seek and implement continuous quality improvements;
Essential:
A university degree in IT, Information Systems Engineering or related discipline and 5 years function related in a relevant discipline, or equivalent combination of appropriate qualifications and experience;
• Expert knowledge in the development and execution of Quality Assurance plans, standards and procedures in relation to system transition and service operations;
At least 6 years’ experience in supporting modern communications and information systems as they are applied to Command and Control Systems;
• 4 years of practical experience in conducting project, process, system and service Quality inspection, walkthroughs and audits for Service Operations processes;
• At least 2 years’ previous staff experience at large military or governmental organization or major private company in a Quality Management related role;
• Technical knowledge and experience in distributed Information Systems
• Working experience in recording, analyzing and distributing statistical information, and efficient in writing management and customer reports;
• Working knowledge of the International Standards Organization (ISO) 20000 series standards as well as PRINCE2® and ITIL 2011 best practices;
• Ability to demonstrate organizational, coordination and excellent oral and written communication skills;
• Working knowledge of latest MS Office suite, eMail Clients/Web Browsers and MS SharePoint;
• Desirable Experience and Education:
Post graduate diploma in an IT field related to Quality Management, or equivalent combination of appropriate qualifications and experience; Working knowledge of AQAP 2000 NATO Policy on an Integrated Systems approach to Quality throughout the Life Cycle and Managing Successful Programs (MSP); Diploma in ISO9000 or CMM (Capabilities Maturity Models) quality related discipline, from a recognized school; Certified and practitioner of ITIL v3, COBIT and/or PRINCE 2; Knowledge of NATO responsibilities and organization, including ACO and ACT.
