Provided consecutive and simultaneous interpretation on a day-to-day basis at the SOCOM 2014 Conference in Tampa, Florida, which provided a forum for military, government, academia, and industry stakeholders to network and discuss current and future challenges to our Special Operations Forces around the globe. Assigned to the Brazilian delegation during the conference, providing translation and interpretation services to the Commander of the Brazilian Special Forces Command, Brigade General Júlio Cesar de Arruda and other senior Latin American officers.

This research was compiled on briefs and primers that were uploaded to different IC websites for easy access – making full use of the web capabilities I included links to other resources in addition to multimedia materials, a first on this particular project. During this period, authored publications on illicit financial transactions and virtual currencies to assist the IC collectors in gaining knowledge of these matters. These publications covered several aspects to include: Bitcoins and other virtual currencies, Hawalas, Casas de cambio, and other informal money transfer systems.

Joint Improvised Explosive Device (IED) Defeat Organization

Worked with the Law Enforcement Professionals Team at the Counter-IED Operations Integration Center (COIC). Conducted multi-layered intelligence analyses to delineate patterns of al-Qaeda and Taliban IED network activity, to diminish enemy actions, and to provide targeting information for Law Enforcement Professionals assigned to different locations in Afghanistan. During this period, successfully completed the Attack the Network Advanced Analytics Program or A3P, which uses the whole-of-government analytical approach to counter IEDs. Provided research on different Africa based terrorist organizations (Boko Haram, al-Shabaab, Al-Qaeda in the Islamic Maghreb, etc) their links to illicit and unregulated financial transactions (smuggling, Hawalas, etc), and their relationships to regional nation states.

Consultant to the FBI’s CID at the National Gang Task Force. Performed analyses targeting transnational criminal gangs in the United States and other countries using OSINT and classified intelligence databases (ex: Lexis Nexis, NICS – National Instant Criminal Background Check System and others.) Liaised with state-level law enforcement agencies in the United States, and the national police forces of other countries. To enhance the threat analyses, I additionally reviewed investigative/intelligence reports from FBI Special Agents in the field and other agencies like Immigration and Customs Enforcement, U.S. Marshals, Alcohol-Tobacco and Firearms, US State Department and US Department of Justice among others.

Received training from various IC organizations on transnational issues, geopolitical analysis, counter-IED, counter-terrorism, counter- proliferation, counter-intelligence, cyber threats, counter-narcotics trafficking, law enforcement operations and illicit financial transactions, among other issues. Developed substantive expertise on these topics through 4 PCS assignments working with members from the IC. This work was performed in a complex and highly dynamic environment, addressing high-profile intelligence issues and applying the full-range of analytic tradecraft to a sophisticated, challenging CIA mission covering many regional areas including: the Middle East, East Asia, South Asia, Europe and Latin America. While on assignment, produced finished reports on politico-military leadership and dimension of security, among other assessments. Additionally, provided training on complex technical matters to IC analysts and collectors through on-the-job training, briefings, and the classroom environment.

As Acting Officer in Charge during many of my field assignments, gained valuable experience on operational challenges (equipment repair – hardware and software, “real-life, real-time” operational adaptability), information sharing (dealing with different organizational cultures and organization-specific language) and creating wikis and websites to facilitate inter-agency cooperation.

Actively liaised with multiple U.S. Government organizations, academia and industry to constantly improve my and CIA’s understanding of new technology, in the process built connections with the IC at large to improve information sharing at every level.
