Business Analyst/Scrum Master

Overview: Client is currently seeking an experienced Sr. Business Analyst/Scrum Master to join our team. The position is responsible for managing the successful execution of cross-functional information management (IT) projects in support of a Government customer. This includes but is not limited to modernization efforts, product development, project management oversight support, project schedule management and requirement gathering and development. The Sr. Business Analyst reports directly to the Program Manager and oversees the identification, prioritization, milestones, and timelines of all assigned projects. Only individuals with extensive experience managing PMOs for Government customers with strong leadership skills will be considered. This is a full-time opportunity in Washington, DC.  Veterans are encouraged to apply.





Responsibilities

  • Employ sound leadership skills to build trust and engage a high performance, results-driven, customer-focused team. 
  • Continually assess and benchmark PMO processes with project teams and team leads to promote the highest levels of effectiveness and efficiency. 
  • Analyze, plan, and develop requirements documents (both functional and technical), build process/data models, develop procedures, and contribute to functional and technical documentation
  • Understand, track and articulate issues/risks/action items; work with responsible owners to address the items on a timely basis, and update the appropriate stakeholders as needed
  • Ensure appropriate reporting tools are in place to monitor results with a focus on driving continual improvement, efficiency, and effectiveness
  • Design and implement processes to monitor and control resources, budget, risks, and value to project goals and objectives
  • Implement regular two-way communication processes that ensure consistency of focus. 
  • Provide opportunities for team members to increase their effectiveness, achieve ambitious performance goals as well as their personal growth objectives to ensure appropriate succession strength. 
  • Understand, track and articulate issues/risks/action items; work with responsible owners to address the items on a timely basis, and update the appropriate stakeholders as needed
  • Responsible for multiple projects of various complexities and product families at one time.
  • Leads Sprint planning sessions, daily Scrums, and Scrum of Scrums meetings
  • Partner with Product Owner/s to ensure Organizational Readiness prior to implementations.
  • Update agile tracking system to provide transparency on Product & Iteration Backlogs.
  • Develop requirements for different projects and report to Team Leads and Senior leadership
  • Provide regular status updates to the project manager and Government client(s).




Required Skills and Qualifications:

·Bachelor of Science in Computer Science, Engineering, Engineering Management, Math, or equivalent.

·8+ years, business analysis and project management experience.

·Understanding of IT environments, products, and networks.

·Previous experience working with Engineering/ Software/Hardware/Firmware Development Teams and guiding the teams in adapting agile practices.

·Must have experience managing projects with distributed team members including a mix of onsite and offshore resources.

·Must be familiar with a variety of SDLC concepts, practices, and procedures.

·Strong working knowledge of Scrum concepts, rules and practices

·Knowledge of Agile methodology and frameworks like Kanban, XP, Lean, SAFe etc.

·Proven ability to coach team to ensure Agile / Scrum principles, practices are adhered to by the team

·Proven results of having created useful, reliable and practical plans through sprints executions

·Familiar with software development processes, procedures and product development life cycle.

·Experience leveraging data and metrics to help drive decision making

·Ability to work overtime required on occasion

·Ability to sit in an office environment for long periods of time
