Most Recent Position:

MPRI Law Enforcement Professional (LEP), one-year assignment serving in support of Operation Enduring Freedom in the Afghan Theatre of Operations. Working with the US Army, mentoring and advising a vetted team of Afghan National Police undercover operatives in a counter-IED investigative mission, supporting CJTF Paladin. Also served the TF Rakkasan Rule of Law Field Force, developing the Afghan criminal justice system, investigating and building legal cases to prosecute insurgents off the battlefield and into Afghan prison.. April 2010- May 2011

Past Professional History:

June 1993; Hired by the Allentown Police Department as a Patrol Officer. City of Allentown has approximately 110,000 residents, served by a 200+ officer department.

Fall of 1998; transferred to Vice and Intelligence Division. Initiated a significant drug conspiracy investigation that led to a large cash seizure, at the time the largest in the Department’s history.

1999; Transferred to the Drug Enforcement Administration as a deputized Task Force Officer, investigating and prosecuting a multi-city cocaine/heroin distribution investigation. Nine persons indicted, and found guilty.

February 2001; Promoted to Sergeant. Subsequent to that promotion, served in the following capacities:

• Patrol Supervisor,

• Detective Sergeant (Investigator), responsible for a caseload of criminal investigations, including Homicide.

• Vice and Narcotics Investigations Supervisor, responsible for a team of narcotics investigators.

• Transferred to deputized Task Force Officer for the Federal Bureau of Investigation, responsible for investigating and supervising a major drug-trafficking gang investigation and prosecution which led to the indictment and guilty pleas of thirteen violent gang members.

• Two years as a Detective Supervisor, responsible for a team of detective criminal investigators.

June 2007; Promoted to Lieutenant, assigned as Commanding Officer of the Allentown Police Academy. Responsible for the administration of a regional training entity for hundreds of recruits and thousands of in-service officers training, in south eastern Pennsylvania. Oversaw major renovations and upgrades to Academy infrastructure and lead in policy and program development for several new in-service training initiatives. Developed Counter-terrorism curriculum and improved observation and reporting of terrorist indicators in the region.

1977 through 1984; US Merchant Marine (USMM) as an Unlicensed Seaman. Sailed for various companies, through the Seafarer’s International Union, on a variety of ships, including tankers, container vessels, cable ships, et cetera.

1984-1993 (after successfully studying for and passing a Licensed Officer exam), promoted to Third Officer and hired by Energy Transportation, carry liquefied natural gas between Indonesia and Japan. Subsequently promoted to Second Officer.

Position Write Up:
Law Enforcement Professional in support of OEF/Afghanistan. Mentored a team of undercover Afghan National Police in a counter-IED mission, which led to the identification, targeting, and takedown of IED cell in Gardez, Pakyia, AFG, as well as the arrest of HVT operating in area.

Also served in the Rule of Law Field Force,initiating warrant based targeting, in support of US Army/AFG NDS embedded prosecutor efforts to prosecute insurgents off the battlefield into AFG prisons. Initiated DNA evidence gathering and submission, in conjunction with HIIDE enrollments, leading to the identification, warrant, and arrest of previously unknown (DNA identified only) IED makers in Khost Province, AFG.
