Salary: $117,000 per year all allowable State Department uplifts for Hardship
Differential, Danger Pay, and COLA. 
Location: Bamako/Gao/TB2
PoP: 4 years left on the contract
Referral Bonus: $500 to you for someone you refer who gets hired
Start Date: Immediate (2-4 weeks) open position

French is a plus but not a requirement

Compensation Package
 Full time Employee (not rotational); contract duration is through 2023
 Workweek: 48-hours per week, when locals work and may include working on
traditional days-off.  
 Base pay: $117,000 per year plus all allowable State Department uplifts for Hardship
Differential, Danger Pay, and COLA. 

Conduct an Initial Capability Assessment
Within ninety (90) days after arrival in country and embed with partner nation military, the Contractor, in direct coordination with the Office of Security Cooperation, shall conduct an initial capability assessment of the Malian military intelligence capabilities.

At a minimum, the capability assessment shall examine the following aspects:
1. Organizational structure
a. Command and Intelligence organizational structure, including designation and assignment
of JOC and Intelligence staff personnel
2. Determine Capability Gaps
3. Information sharing protocols and procedures
4. Information management systems, procedures, and content
a. Technology capabilities
b. Networking capabilities
c. SOPs, doctrine, and policies that define information management and knowledge sharing
d. Intelligence and Command planning and operational capabilities and procedures
5. Short term and long term planning
a. Capacity to manage and respond to ongoing and imminent operational requirements
b. SOPs, doctrine, and policies that direct command and intelligence sharing within the
c. SOPs, doctrine, and policies that direct command and intelligence sharing vertically
among echelons, and horizontally across services, ministries, and directorates
d. SOPs, doctrine, and policies that define daily operational requirements, roles,
responsibilities, and staff structure to support these requirements
e. Existing infrastructure and equipment including SOPs, doctrine protocol, and technical
6. Training plans, programs of instruction and training schedules.
a. Documentation of individual and unit training
b. Oversight and inspections of training programs
c. Capability to develop intelligence personnel internally (force generation capacity)
d. Intelligence and command personnel training pipelines, SOPs, doctrine, policies that
e. career progression and professional development
f. Capability Gaps that prevent the partner for attaining self-sufficiency.
g. Analyze existing processes and define existing and desired outcomes
h. Partner National ability to plan for long term solutions to gaps and deficiencies.
i. The contractor shall furnish any and all direct materials, supplies, ancillary services and equipment needed to meet task order requirements.

 Company provides the below for the position:

o SAT phone with pre-paid minutes to use in case of emergencies.

o Deployment, redeployment, and official travel expenses will be reimbursed in
accordance with the Joint Federal Travel Reg.  Pre-deployment medical
screening, shots, Visas, and any work permits will also be covered.

Minimum Requirements:
Ten (10) years’ hands-on U.S. military intelligence, or civilian Intelligence Specialist, experience at the S-2 battalion level, or higher.
 Two (2) years’ experience in a joint military environment.
 Two (2) years’ experience advising foreign military or government.
 Two (2) years’ experience providing training in an overseas environment.
 Two (2) years’ experience working or living in Africa and/or post conflict countries.
U.S. citizen with active DOD Secret clearance.
 Professional experience writing business documents, such as reports, SITREPs, briefings,
AARs, memoranda, letters, electronic mail, and training material, for consumption by
military Commanders or civilian managers.
 Professional experience presenting briefings, SITREPs, training, and AARs for
consumption by military Commanders or civilian managers.
 Highly-rated teamwork and collaboration skills, as demonstrated by awards or above
average performance reviews.
