Highlight Write Up:
• Served on the Coalition Forces Land Component Command’s (CFLCC) C-3 Operational planning group (OPG) which wrote the operational plan (Cobra II) to execute Operation Iraqi Freedom. Also served on the Future Operations (FUOPS) planning sub-group and served as a liaison officer to V Corps headquarters during initial combat operations in Iraq.

During the Joint Chiefs of Staff exercises Ulchi Focus Lens and Reception, Staging, Onward movement, and Integration (RSOI) served as the senior SOF controller in the joint controller cell with a Republic of South Korea Special Operations officer.

• Deployed to Germany and Hungary in support of Operation Joint Endeavor/Joint Guard as an operational planner tracking units and personnel in the area of operation.

• Written strategic level documentation including plans, briefing papers, policy documents, and program guidance.

• Experience synthesizing complex information from meetings, conferences and other forums to produce clear and accurate policy for senior executives as a strategic planner and program manager.

• Four years experience as a program manager for 10 US Army Reserve programs providing benefits and entitlements.

Developed and managed 10 programs including three actions database systems.

Completely revised major administrative medical procedures as program manager, which optimized investment of time involving operational processes. Senior management determined that medical limitations review process involved large volume of personnel time; as Program Manager and Subject Matter Expert, charged with leading change to process; developed plan to create revised administrative process and coordinate implementation involving over 1K personnel at numerous levels of organization. Results: Changes reduced processing of these actions from100 to 60 days; average error rate was reduced from 25% to 5% and cost savings was estimated at $15.3M annually.

Implemented program that provided accountability and policy guidance on issuance of over $13M in temporary disability compensation over four years as program manager. Revised existing disability compensation program to broaden scope of program which; conducted through investigations to eliminate unacceptable level of fraud; approved claims had to be administratively correct, medically supported, and legally sufficient for disbursement of funds to employee. Results: Created and implemented capability of tracking system, which enabled wider range of qualified recipients to receive benefits in expeditious manner and eliminated potential for widespread fraud in system.

Created web-accessible, comprehensive, user-friendly tool for use at all command levels to administer and manage Line of Duty investigation determinations and Incapacitation Pay claims with ASM Research Inc. Database serves as system of record for investigations involving incapacitation pay claims and enables users to track and review results of actions. Results: During first 12 months after implementing LOD module enterprise went from processing 3,033 to 9,192 cases per month, a 67% increase with year over year change along with average days to process cases went from 394 to 213 days, a year over year decrease of 85%.

Ensured organization’s current and projected recruiting requirements were fulfilled; staffed hard to fill positions, which had been vacant for more than two years.

Revised orders issuing process and negotiated with housing authority to utilize vacant spaces to house military personnel. Decision was made to make significant budget cuts; analyzed department’s budget for housing and accommodations of personnel from global locations; calculated areas where spending could be reduced Results: Change in housing accommodations saved over $25K for department.

Operations Manager, Syracuse, NY, 1999 to 2002

Reengineered talent acquisition process for district to achieve and exceed recruitment goals.

Implemented revised prospecting guidance for organization’s recruiters to enable that group to improve their recruiting techniques based on market share. Recruiters were accomplishing 42% of organizational goals; analysis of market share reflected high concentration, which was not market of emphasis; developed training strategy and individualized market share plan for recruiters to prospect using marketing database to determine territories; encouraged recruiters to attend college classes to increase brand awareness in that market segment.
Results: Recruitment successfully increased to 137% of assigned goals.
