This position provides support to maintain depot level marine
maintenance and repair services for NSW-owned and operated Surface
Support Crafts (SSC), Jet Skis, outboard motors (OBM), sponsons, and
boat trailers in an optimum state of readiness. Review technical manuals
(3M, OEM), instructions, and specifications, providing recommendations
for additions, deletions, and revisions. This position provides input to
specifications for any commercial maintenance or repair packages to
ensure that all required repairs are accurately described and expeditiously

In more detail, the following specific actions relating to Surface Support
Craft Maintenance Technician in support of Naval Special Warfare
Command Task Order on the NSWC Logistics, Instruction, and
Engineering Support Services (LIESS) contract are required:
The Technician shall perform periodic SSC, Jet Ski, and trailer
inspections and maintenance on a set schedule for each piece of
equipment in accordance with the Navy’s established Material
Maintenance Management Program (3M) or the Original
Equipment Manufacturer (OEM) specifications, whichever takes
precedence. Scheduled services may be based on usage and varied
operational environments. The contractor shall make all repairs in
accordance with OEM specifications referenced in technical
manuals or maintenance procedure updates.
1. Work Authorization. The technician shall inspect Marine
Equipment for required maintenance or repair and present
assessment to the Government Maintenance Lead for
prioritization. The technician shall conduct final quality
control inspections on work upon completion of
maintenance services and repairs.
2. The technician shall provide maintenance support for all
assigned Marine Equipment. Contractor personnel are
required to perform scheduled maintenance in accordance
with government scheduling and interim repairs: as required
to maintain safe and reliable equipment support with an
equipment availability of greater than 90%. Equipment
maintenance shall entail the following:
a. All marine equipment shall be scheduled for
maintenance in accordance with designated periodicity
requirements of the 3M Program and OEM guidance.
b. Equipment standard safety inspections shall be
conducted at each scheduled maintenance service and
after completion of repair work.
c. Oils and standard service items shall be serviced and
changed in accordance with 3M Program requirements
and OEM recommendations.
d. Scheduled maintenance shall be conducted in three
specific levels identified as calendar based periodicity,
hourly based periodicity, and situational requirement
based periodicity in accordance with 3M Program
requirements and OEM recommendations.
e. Completion of all unscheduled repairs shall be
accomplished in accordance with OEM specifications.
3. Repair and Supply Assessments. Marine technicians shall
use OEM manuals and electronic files to request repair parts
from the government supply technicians and identify service
requirements which need to be performed at the
dealership/manufacturer level. Repair and Supply
assessments are conducted electronically in two government
systems, Organizational Maintenance Management System
– Next Generation (OMMS-NG) and the Scheduling
(SKED) systems. Repair assessments and supply requests
shall be turned over to the government supply specialists for
processing in the OMMS-NG and SKED systems.
4. Records. Marine technicians shall complete documentation
necessary to account for maintenance time, repair parts
ordered and installed, and record maintenance and repair
functions as prescribed to perform scheduled maintenance
and interim repairs. Maintenance data shall be entered into
maintenance software programs (OMMS-NG and SKED).
These databases are used for ordering repair parts and
tracking maintenance of each system. The database will be
updated daily as work is completed.
5. Field Support. The contractor shall conduct field service
maintenance and repairs as required supporting remote
equipment sites at Keyport, WA, Key West, FL, Panama
City, FL, and the Hawaiian island chain.
6. Hazardous Materials. The contractor shall ensure proper
handling of Hazardous Materials in accordance with Local,
State, Federal, and DOD directives, laws, and regulations.
