The Contract Company shall provide a Technical Surveillance Equipment (TSE) Specialist who is a SME in specialized communications equipment, audio, video, unattended sensors, tagging, tracking and locating, day and night optics and targeting software, (ATAK). The Contractor shall possess in depth knowledge to identify, analyze, develop, test, modify, and employ technical surveillance solutions in support of training and mission requirements.
The Contractor shall have familiarity and good working knowledge in Electronic Warfare (EW).Radio Frequency (RF), Basic Electronic theory and its application in use with precision geo-location operations.
The Contractors shall perform duties planning and preparing recommendations concerning the integrations of technical devices and equipment into mission and training arenas. Contractors will work with other departments to develop solutions for RF collection and manipulation, signal transmission, and provide recommendations for tactics, techniques, and procedures.
The Contractor will be responsible for maintaining, protecting and ensuring the operation of information technology (IT) systems, services, and capabilities supporting the Training and Validation office. With this the Contractor must have good working knowledge/experience with basic IP/Networking and administering Windows Active Directory services. The Contractor shall perform duties in various levels of compartmented security, each with separate policies and procedures.
The Contractor shall work with other agencies, as appropriate, in development efforts of technical solutions. The Contractor will stay abreast of Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) equipment and technology and provide concept developments in concert with end users in developing viable solutions. The Contractor shall assist in planning, development and oversight of training/exercise programs to develops and refine operational TTP’s. The Contractor will also develop task, condition, and standard worksheets as required by the government. Contractor may be required to use signature reduction mechanisms.
The Contractor must have a current Comp TIA Security+ certification or be able acquire it within 6 months of being hired to facilitate mandated DoD 8570 IAT Level II requirements. Current, TSI/SCI clearance required.
Special Operations Experience
The Contractor shall possess recent (within the last 4 years) special operations experience. The contractor should have at least 5 years first hand expertise working within special operations units and activities.
Data Research and Synthesis Expertise
The Contractor shall possess the ability to independently conduct research, compile, interpret, and analyze a variety of practical and technical data from a wide range of sources, draw conclusions, and devise practical recommendations for actions. Sampling will be the method for testing.
Unit Policy and Doctrine Knowledge
The Contractor shall possess detailed knowledge of national policies and doctrine concerning unit operations as they relate to the planning, management, and execution of Technical Surveillance, Electronic Warfare and IT activities and equipment.
Technical Surveillance Equipment and Electronic Warfare Experience
A minimum of 10 yrs. experience obtaining, employing and managing Technical Surveillance Equipment and Electronic Warfare tools and mechanisms is required.
Inter-agency Technology Working Group Expertise
The Contractor shall possess knowledge of Department of Defense, USSOCOM, Joint SOF, and interagency technology working groups.
Special Operations Training and Exercise Expertise
The Contractor shall possess detailed knowledge, working with the national policies and doctrine concerning special operations unit operations as they relate to the planning, management, and execution of training and joint level exercises. No less than 5 yrs. experience.
The Contractor shall possess the ability to communicate effectively both orally and in writing.
